1.  The Laws of the City of Jasmine extend no further than its walls and the land it claims. Once outside the walls of Jasmine, the City cannot protect you if you break the laws of another City.

2.  Nonperformance of the Citizenship ceremony within one (1) year of reaching the age of 18 years is punishable by expulsion from the City. This law applies only to individuals born in Jasmine or born to Citizens of Jasmine.

3.  Each Citizen must journey at least once to the Sardar Mountains before reaching the age of 25 years.

4.  Retaining Citizenship in Jasmine is contingent upon being an active and contributing Citizen of Jasmine. Citizenship is a privilege, not an entitlement, and thus must be earned. You are expected to owe your allegiance to Jasmine and work at supporting the City of Jasmine.

5.  In order to establish a new House within the City of Jasmine or for an individual to take over as Head of House in an existing House within the City of Jasmine, approval must be sought from the Administrator/Ubar prior to the opening or revision of leadership of any House. The Head of House must be a Citizen of Jasmine in good standing, functioning and participating in normal activities and functions of the City of Jasmine for no less than one (1) mun month. The Administrator/Ubar has sole approval over the opening of new Houses in Jasmine, though he may elect to call a meeting of the JHC if he so chooses. The purchase of existing structures or of land on which to build a new House must be approved by the Administrator/Ubar. Once approved, the Head of House will be on a probationary period of one (1) mun month. At the end of this probationary period, or at any time during this period, the Administrator may revoke approval for the House. If approval is revoked, all land and structures revert to the City of Jasmine.

6.  Only Citizens may purchase land or permanent buildings within the walls of the City of Jasmine. Individuals who do not hold Citizenship within the City of Jasmine may, at the discretion of the Administrator/Ubar, be granted leases for property. Citizens who leave Jasmine may retain their property within the City of Jasmine with the approval of the Administrator/Ubar and/or the Jasmine High Council, provided the care and maintenance of the property is provided for by the former Citizen.

Property within Jasmine owned by Citizens formerly of Jasmine becomes the property of the City of Jasmine unless provisions are made for such property with the current Administration of Jasmine. These agreements must be renewed with future Administrations of Jasmine or they become null and void.

Property within Jasmine may not be claimed by heirs once it has been declared legally abandoned. Legal abandonment includes, but is not limited to, disappearing from Jasmine without notice to the Administrator and City Scribe, abandonement of Citizenship of Jasmine, banishment from Jasmine, death without a Will filed with the current Administration of the City, or inactivity of the Citizen or House within the City of Jasmine.

7.  It is illegal to take maps of the City of Jasmine outside the walls of Jasmine and is illegal for any non-Citizen of Jasmine to make a map of the City of Jasmine.

8.  It is a capital offense for a locksmith to make an unauthorized copy of a key.

9.  Anyone who refuses to practice their livelihood or strives to alter their Caste without consent of the Administrator/Ubar and/or the Jasmine High Council is an outlaw and subject to impalement.

10.  Mercenaries and Raiders within the city walls are to be watched at all times and can without reason be asked to leave the city, or face impalement. Outlaws are to be impaled on sight. Panther Girls and Talunas are forbidden entrance to the City of Jasmine, if found within it, are to be collared.

11. Assassins (registered only) bearing the mark of the black dagger on their forehead are permitted entrance into Jasmine without interference.

12. Ambassadors, Heralds, Players, Poets, Musicians, and Singers may freely enter the City and will not be enslaved within the walls of Jasmine.
They can still be arrested, imprisoned, tortured and executed. They are simply immune from enslavement

13. Theft of the Homestone of Jasmine is punishable by extreme torture followed by death in boiling oil.

14. Thievery is illegal and will be harshly punished. First offense is punishable by ear notching. Second offense is punishable by loss of the left hand and both feet of a male offender and by enslavement of a female offender.

15. Free Companionship Contracts last for one (1) year. If not renewed at the end of that time, the companionship is dissolved. Death or enslavement of either party to the contract results in automatic dissolution of the Free Companionship Contract.

16. A Merchant's Foot and Stone is held at the Office of the En Merchant of Jasmine in the Central Cylinder and is available for Merchants to verify their own personal measuring devices.

17. Patents and copyrights are available, but their power extends only as far as the City walls.

18. Forgery of the City Seal on products is illegal.

19. Crests, signs, and family emblems may be registered and their use legally restricted.

20. Shaving or slicing off metal from any coin is considered theft and fraud and is punishable in the same manner as any other theft.

21. Free Women are required to wear robes of concealment and veils when in public.

22. Face stripping a Free Woman of Jasmine is a serious crime.

23. The property of one who becomes enslaved is transferred to the nearest male relative or the nearest relative, if no male exists, or to the City or to a guardian. Even if the slave is later freed, the property cannot ever be recovered.

24. If a slave owner dies, his or her slaves pass to his or her heirs. If there are no heirs, the slaves become property of the City of Jasmine.

25. A Free Woman can sell herself into slavery, but once this is completed, she cannot then revoke it.

26. If a Free Woman submits to be a slave to a specific man and that man refuses the offer, she is still a slave and is subject to capture by the first person to collar her.

27. Any Free Woman who couches with another's slave, or even prepares to do so, will be enslaved and becomes the property of the Owner of the slave.

28. If a father cannot pay his debts, his daughter becomes a slave of the City of Jasmine and shall be sold at public auction to satisfy his debts.

29. If a Free Woman cannot pay her debts, she will be enslaved. Under redemption laws, a man can pay her debts and will then own her. If no one redeems her within one (1) month, she will be sold at public auction to satisfy her debts.

30. Freed slaves require explicit manumission papers or they may be enslaved again without repercussion.

31. If a Free Woman exhibits conduct indicating suitability for a collar, any man wishing to enslave her for such conduct must first seek a hearing with the Magistrates or the Jasmine High Council.

32. A man may not enslave a Free Woman of his own Homestone for insulting or disrespecting him, unless that man is her accepted guardian.

33. Any Free Woman who kneels before a man or addresses him as "Master" effects legal imbondment upon herself and is considered to be a slave.

34. Treason is punishable by extreme torture and death.

35. It is against the law for any Citizen or non-Citizen of Jasmine to claim they hold a position within the City of Jasmine to which they have not been duly appointed by the Administrator/Ubar, the En Sword, the Jasmine High Council, or duly elected by their individual City Caste. This includes either publically stating such to others or inclusion of such in their life scrolls (profile) kept on file in the City Records.

36. Any uncollared slave roaming the City of Jasmine will be collared on sight by the City Guard (NPC), and be made a slave to the city. Any slaves who roam the city, and who's Masters are not able to be contacted will be re-collared for the city. Any slave obtained this way will be auctioned at any time, the proceeds benefiting the city.
