Builder Caste:

Purpose: The purpose of the Builders Caste of Jasmine (JasBC), is to set forth guidelines and procedure in which the Builders of the City of Jasmine may come together and work towards the same purpose of providing quality, variety, and skill in the service we render to the city.
 
Article I: Leadership
 
The Leadership of the Caste will be set up along the following guidelines:
 
First Chair of the Builders Caste of Jasmine, shall have the following duties:
 
1. To preside over all meetings of the Caste.
2. To be the point of contact for the Caste, responsible for representing it to the Jasmine High Council, the City of Jasmine, and to Gor itself.
3. At any meeting of the Caste the First Chair (En'Builder), has no vote, except to break a tie, unless the articles state otherwise.
4. He/she may call for a Caste "vote of no confidence" against another builder to have him/her expelled from the Caste.
5. He/she may call for a Caste "state of emergency." He/she may also stand the Caste down from the called "state of emergency".
6. The First Chair of the Caste may be voted into power during Caste Elections.
 
 Second Chair of the Builders Caste of Jasmine, shall have the following duties:
 
1. If at any time the First Chair find himself unable to attend a meeting of the Caste, the Second Chair shall fill his duties at the meetings for him/her.
2. If at any time the First Chair must take a leave of absence from the Caste, the Second Chair shall take over the First Chair's duties.
3. The Second Chair is the point of contact for the applicants into the Caste. The Second Chair approves all the applications for entry and Caste vote.
4. The Second Chair may call for a Caste  "vote of no confidence" against another builder to have said builder expelled from the Caste.
5. The Second Chair may call for a Caste "state of emergency." The Second Chair may also stand down a "state of emergency" so long as it was not called by the First Chair.
6. The Second Chair of the Caste may be voted into power during Caste Elections.
 
 Third Chair of the Builders Caste of Jasmine, shall have the following duties:
 
1. If at any time the Second Chair finds himself unable to perform the duties entrusted to his/her charge, including those inherited from the First Chair, the Third Chair shall inherit those duties.
2. The Third Chair is in charge of the mentoring and teaching within the Caste. Working through the respective Gor-wide registries and the SRoG/AoG, to have Builders taught, to find them mentors if they cannot themselves, and to hold traing courses at least once during their term for all new applicants.
3. The Third Chair may call for a Caste  "vote of no confidence" against another builder to have said builder expelled from the Caste.
4. The Third Chair may call for a Caste "state of emergency." The Third Chair may also stand down a "state of emergency" so long as it was not called by the First or Second Chairs.
 

Article II: Elections of Chairs
 
1. All Chairs must be voted on once every six months.
2. The nomination period for the elections will last one (mun) week.
3. Upon the conclusion of the nominations, the elections shall run for a total of 14 (mun) days from the day after the closing of nominations. Any unanswered nominations are thrown out and the nominations for the chair positions will be sent to the Caste through the current Caste scribe.
4. All elections shall be counted by the Third Chair, the caste scribe, and an outside scribe, appointed by the Caste of Scribes, as the fair and impartial counter.
5. Any procedural problems with the election itself should be brought up before it's conclusion.
6. If there is any argument among the counters as to the results of any election, the First Chair shall make the final decision. If the First Chair is a candidate of the election taking place, that duty falls to the Second Chair. If no decision in good confidence can be reached a re-vote will take place.
7. Any tie shall be settled by re-vote, should the vote tie again, the position shall be left open and should be appointed by the incoming First Chair.
 
Article III: Removal from Office
 
1. If a chair is deemed to not be performing his duties up to the par that is expected, he may be removed from office with a motion and vote at a meeting of the Builders Caste.
2. Any leave of absence of longer than 1 (mun) month, is grounds for removal, again under the aforementioned guidelines.
3. Elections will not be held for leadership having been removed from their Chairs. The Chairs will merely consolidate duties as mentioned in their job descriptions, and the six month terms will be finished.
4. The exception to point three is if two out of the three Chairs are removed then the vacant two chairs will have an emergency vote to fill them, at the soonest scheduled meeting of the caste.
 
Article IV: Applying to the Caste
 
Any citizen of Jasmine, who is a builder, may apply through the Second Chair of the Caste. They will fill out the current application, and send it to the three chairs and caste scribe. The First and Third Chair shall have the application for record purposes. The Second chair will approve or disapprove the initial application. If it is not approved it will be sent back with corrections and the applicant may re-submit in the following (mun) week. If it is approved, the application is sent to the caste to have it's admission voted on. the Second Chair and Caste Scribe shall tally the votes and send to the Caste and applicant, an approved or disapproved letter. The SRoG and AoG are the only ship registries the JasBC recognizes. Once you apply to the caste you are given the title of Apprentice, a Builder within the city must mentor you for at least 3 months with at least 3 logs of you learning or building turned in before you can be promoted to Journeyman. The Process from Journeyman to Mast Builder takes 6 months and requires you to complete a large project for the city, which is to include designing it, funding it, and getting it approved through there First Chair and the Administrator.
 
Article V: The Caste "Vote of no Confidence"
 
At any time a builder's membership may be brought into question, and a "vote of no confidence" be called for. This vote shall be taken among all the caste membership except the First Chair. If it passes the member is expelled from the caste and stripped of rank and title within it. This is a serious matter, the stripping of a member's caste is something not done lightly. If there is a tie the First Chair shall make the final choice. If the First Chair cannot reach a decision, the vote is considered to have failed. A builder may reapply to the caste once, if thrown out again, he will be called outlaw and hunted or collared.
 
Article VI: The Caste "State of Emergency"
 
Jasmine like any other city is susceptible to attack, terrorism, and interior fighting. If a Caste "State of Emergency" is called, all caste members are asked to help out in whatever way is asked (Ship repairs, building repairs, fire damage repairs.). House fighting is not an excuse to deny your services to the Caste. City obligations are indeed, a reasonable excuse to deny the caste your services.
 
Article VII: The City of Jasmine
 
The Builders Caste of Jasmine, recognizes the full leadership of the Jasmine High Council. A member of the Caste who does not, will not be allowed into the Caste, or shall be removed, and if possible sent to the City for impalement. This shall be a question on the application to join.
 
Article VIII: Changes to the Articles
 
Any needed changed to the Articles may be voted and ratified at any meeting of the Builder Caste. Only a majority vote is required. If the vote ties, there will be no tie breaking vote, it will just be considered as a failed proposal.
 
Article IX: OOC
 
Any muns who abuse the mailstring, cross, blur, participate in mun-bashing through IMs, Emails, messageboard or any other online source, or otherwise manipulate the caste through mun actions, will be removed from the caste IC, through a vote of the Caste Chairs, for the IC reason of "Breaking the Caste Guidelines." They may re-apply as per the normal rules, and if thrown out again for any reason, they will suffer the consequences mentioned in Article V.

Physician Caste:

The following guidelines will be used to govern the Jasmine Physician's Caste (JasPC).
 
1. All Physicians registered to the city, are allowed the use of the city clinic.
 
2. All new Physicians of the city must be mentored from the time of no less than two (2) mun weeks, to a maximum of three (3) mun months. And there should be no less than three logs of Physician work sent to the En'Physician and Se'Physician of the City.
 
3. If a Physician who wishes to join the JasPC, and was previously registered with a Gor-wide entity, or a city registry, that Physician must speak with the En'Physician and Se'Physician of the city, and if by their approval, the applying Physician may be accepted without mentoring.
 
4. A Physician cannot deny treatment to any person within the walls of the city, even if that person is an enemy.
 
5. The En'Physician may appoint any registered Physician with at least three (3) mun months of experience with the JasPC, to be the Head of the City Clinic, assuming the City Administrator, has not already done so.
 
6. The Se'Physician is in charge of teaching and mentoring of the caste, either by taking it on his/her own, or through the help of others.
 
7. The Head of the City Clinic, oversees the day to day operation of the City's Clinic.
 
8. If it is found a member of the JasPC has violated any caste edict then that person shall be brought under review by the En'Physician, Se'Physician, and Administrator/Ubar. If it is merely a caste infraction, it will be handled within the caste. If it was negligence that resulted in the injury or death of a citizen, then it becomes a city crime.

Warrior Caste:

The Jasmine Rarius Caste (JasRC) adheres to all the following guidelines.
 
1. All warriors within the city must be registered to the JasRC, a Gor-wide Registry may be obtained, but the City registry is required.
 
2. All members of the JasRC, must adhere to the codes of the warrior. Any infraction of the codes, is dealt with, within the caste by the En and Se Swords to the City. If no decision can be reached the Administrator/Ubar has final word.
 
3. If the codes of the Warrior are broken, the punishment for said infraction is up to the caste, it could range from anything public beating, to removal of caste and to be declared an outlaw.
 
4. In order for a man to become a registered Warrior within the city, he must fill out the application below and send it to the City Se'Sword. The Se'Sword will review it and assign him a mentor. The mentor will work with the applicant from the period of no less than two (2) mun weeks to a maximum of three (3) mun months. There must be no less than three (3) logs turned into the Se'Sword of sparring or training. If the applicant does not meet the expectations of the mentor after three (3) mun months he will be brought for review. The review will have the Se'Sword, the mentor, and the En'Sword all in attendance. It will be decided then what the best course of action is. Once the applicant has the approval of his mentor, the mentor will present the applicant to his caste and to the city and with the blessing of the Se'Sword, En'sword, and Administrator, declares him a warrior. Once a mun month there will be a feast held in honor of all new warriors, of all warriors past, and all warriors currently within the service of Jasmine.

Code of the Warrior

The Code of the Warrior is, in general, characterized by a rudimentary chivalry, emphasizing loyalty to Pride Chiefs and the Home Stone. It was harsh, but with a certain gallantry, a sense of honor that I could respect. A man could do worse then live by such a code. - Tarnsman of GOR p.41

1. Your word is your bond and should be upheld at all cost.

I would betray Priest-Kings before I would betray you... The most they can take is my life, and if I were to lose my honor, even that would be worthless. - Players of Gor p.71

A last observation having to do with the tendency of some Goreans to accept illusions and such as reality is that the Gorean tends to take such things as honor and truth very seriously. Given his culture and background, his values, he is often easier to impose upon than would be many others. For example, he is likely, at least upon occasion, to be an easier mark for the fraud and charlatan than a more suspicious, cynical fellow. On the other hand, I do not encourage lying to Goreans. They do not like it.  - Magicians of Gor p. 255

2. If a non-outlaw asks to be collared, you must collar or kill that person. If a warrior accepts a woman as a slave, it is prescribed that, at least for a time at his discretion, she be spared. But if she is in the least bit displeasing, she may be immediately killed.

Then, to my astonishment, the daughter of the Ubar Marlenus, daughter of the Ubar of Ar, knelt before me, a simple warrior of Ko-ro-ba, and lowered her head, lifting and extending her arms, wrists crossed. It was the submission of the captive female. Without raising her eyes from the ground, the daughter of the Ubar said in a clear, distinct voice: `I submit myself.' I was speechless for a moment, but then, remembering that harsh Gorean custom required me either to accept the submission or slay the captive, I took her wrists in my hands and said, `I accept your submission.' - Tarnsman of GOR p.93-94

`I can force you to take me,' she said.
`How?' I asked.
`Like this,' she responded, kneeling before me, lowering her head and lifting her arms, the wrists crossed. She laughed. `Now you must take me with you or slay me.'

3. Honor your opponent in victory or defeat.

`You risked so much for a mere point of honor?' she asked.
`There are no mere points of honor,' I told her. - Vagabonds of GOR p.63

4. Pledge loyalty with due consideration, for you must honor your commitments.

5. If you want another's slave, you must challenge for her and meet your opponent with the weapon of his choice. This is also known as the claim of sword-right.

'Yield her', he snapped.
'You know the codes,' I said evenly. 'If you want her you must challenge for her and meet me with the weapon of my choice.' - Tarnsman of GOR p.117

6. He who cannot think is not a man and neither is he who can only think.

"Men would rather die than think," I said.

7. The only death fit for a warrior is in battle. Warriors do not kill themselves or aid others in doing so.

Never such things, never them! The warrior does not kill himself or aid others in the doing of it. It is not in the codes. - Vagabonds of GOR p.446

8. Sword loyalty is the bond of fidelity to an Ubar, a military sovereign. It is not sworn lightly. When an Ubar is thought unfit, the sword loyalty is dishonored and the Ubar may be deposed by his own warriors.

9. The only honorable reply to a challenge is to accept it promptly.

10. If you lift a weapon against a warrior, he is permitted by his codes to kill you.

11. Poisoned steel is against the codes.

12. Do not enter battle with sadness or self-pity, even if you are in an unwinnable battle.

`I would know,' I said, `and I am of the Warriors.'
`What is it to be a warrior?' she asked.
`It is to keep the codes,' I said. `You may think that to be a warrior is to be large, or strong, and to be skilled with weapons, to have a blade at your hip, to know the grasp of the spear, to wear the scarlet, to know the fitting of the iron helm upon one's countenance, but these are things are not truly needful; they are not, truly what makes one man a warrior and another not. Many men are strong, and large, and skilled with weapons. Any man might, if he dared, don the scarlet and gird himself with weapons. Any man might place upon his brow the helm of iron. But it is not the scarlet, not the steel, not the helm which makes a warrior.'

Merchant Caste:

Taken from Merchant Caste of Gor

 1.  The Jasmine Merchants Caste (JasMC) follows Merchant Law as depicted in the ancient scrolls of the philosopher John Norman. A merchant who does not comply with Merchant Law is not eligible for registered status. A registered merchant who refuses to comply with Merchant Law shall be removed from the caste (Send log to the caste council for review).
 
2.  Any person wishing to hold a chair position or to open a business within the City of Jasmine must be registered with the Registered Merchants Caste of Gor (OOC Registry).
 
3.  The En'Merchant to the city is required to ensure those wishing training and mentorship get such training. The En'Merchant will be present for any discussions of Trade Alliances, but all alliances are approved by the Administrator. At any time the En'Merchant may ask the Administrator to appoint a Se'Merchant.
 
4.  Se'Merchant is responsible for aiding the En'Merchant in his duties. And for filling in for him if it is needed. The Se'Merchant also works with the Harbor Master, to ensure all fair taxes imposed on imports are paid. The Se'Merchant sees to the upkeep of the caste building and collect the dues from the caste members to ensure the Caste building can be taken care of.
